Raabitah Reynolds, 46, and Ephraim Ramsey, 51, were charged after Philadelphia officials announced a months-long drug trafficking investigation. Authorities described the case as a major fentanyl and cocaine matter, with the reported seizure valued at about $6 million overall.
District Attorney Larry Krasner announced the charges with local, state, and federal law enforcement partners. The case now stretches across several pieces of evidence and several neighborhoods, but the basic question remains simple: what prosecutors can prove in federal court.
How the Philadelphia Investigation Started
Investigators said the case began on Dec. 12, 2025, when Delaware River Port Authority police stopped a vehicle driven by Reynolds on the Ben Franklin Bridge. The vehicle was returning to Philadelphia from New York City, according to officials that day.
Authorities said that stop produced a Glock 9 mm handgun and drug packaging materials. Those items mattered because they gave investigators more than a traffic encounter to review and helped explain why the next step became a search warrant request.
Investigators then obtained a warrant for a home on the 2000 block of Pemberton Street in South Philadelphia. Officials said that search uncovered 2 kilograms of fentanyl, pills, a gallon jug of PCP, and 3 handguns inside the home.
Where the Case Expanded Across Philadelphia and Beyond
Investigators later identified Khalil Dandy as a drug dealer allegedly supplied by Reynolds. Officials said Dandy managed a selling operation at E Street and Kensington Avenue, while narcotics were packaged near 12th and Chestnut streets before reaching street-level dealers.
After a controlled purchase of crystal methamphetamine and fentanyl from Dandy’s operation in Kensington, investigators executed search warrants on March 18, 2026. Authorities said they recovered 171 flip tops of crack cocaine, 80 fentanyl packets, bulk drugs, a scale, and a money counter.
The case also reached Brooklyn after a referral to the New York DEA Task Force. Investigators searched an apartment described as a pill mill and reported more than 20 kilograms of fentanyl, plus 2 loaded firearms hidden inside a speaker.
What Led to Charges Against Reynolds and Ramsey
Reynolds was charged with 2 counts of possession with intent to distribute, 2 counts of criminal conspiracy, possession of a firearm by a prohibited person, criminal use of a communication facility, and simple possession. Those charges tie drugs, guns, and alleged coordination together.
Ramsey’s case came through the alleged bulk cocaine side of the investigation. Officials said investigators identified a West Coast supplier, then executed search warrants on July 7 and July 9 at 2 shipping facilities, seizing 58 kilograms of cocaine hidden in containers.
Police said Ramsey was the intended recipient of those shipments. Reynolds was arrested in Kingsessing after allegedly jumping from a second-story window, and later searches tied to her vehicle and residence reportedly produced 2 Glock handguns and more than 2,000 counterfeit pills.
